No tool can actually give you real or active follower but by this amazing trick by geekyrishi you can get real follower by one process

You simply need to do the following:

If you're trying to do it within a certain niche category then find a user that is in your niche and then follow the users following him. Once you reach a goal then you can unfollow all that you have followed.

No seriously, it might be safer but.. it isn't you're more likely to get your account banned doing it manually if you have no clue what you're doing. You can't just go ahead spamming and following people without expecting to get restricted if not BANNED by the service.
 
Oh, you want to do it automatically? You're in luck, they're plenty of other people have made you can go ahead and try. I prefer using "Gram Multitool" for Instagram because it's probably the most user-friendly and easiest to use from what I've seen. There are some for twitter and other platforms on this site as well but YOU NEED TO KNOW what the limit restrictions for following/unfollowing on the service you want to use. (i.e So if you want to use Twitter, type in google "twitter follow restrictions" - Instagram? "Instagram follow restrictions" and so on)

Seemingly a great software from what I've seen but it does cost money, but I believe you can find a free one on this site somewhere or just try out "monster social" listed on the site somewhere.

             Now, if you are able to do all of this on multiple accounts you can surely receive 4,000+ followers daily. You just need to put in little to no effort                                                                                           :anger
